Each delegate must answer to 2 questions before the committee, which must state their country's position and proposals to solve the issue in discussion.


The questions you must answer for the SOCHUM committee are the following:

1. What is your country’s position regarding humanitarian aid to citizens in the Russia-Ukraine war? Which areas and type of humanitarian aid does your country believe to be the most important?

2. What solutions does your country propose to solve the issue and make humanitarian aid be received properly?


Your answer must include your name and country. Example:

Country: United States of America
Question number 1: We believe that humanitarian aid is necessary to help civilians who are innocent in a war. The U.S. government has provided more than $2.6 billion in humanitarian assistance to help people affected by the invasion of Ukraine. The most important aid to provide is food assistance to people in hard-to-reach areas inside Ukraine. Additionally, we provide safe drinking water, hygiene and health care. To date, USAID’s Disaster Assistance Response Team in the region continues to lead the humanitarian response to meet the needs of the most vulnerable.
Question number 2: We believe we must aim for humanitarian ceasefires and corridors in order to make the humanitarian aid arrive safely. Civilians are not guilty of the war. In order to achieve this, we must establish negotiations between both sides, to reach a humanitarian consensus and ensure aid arrives at its destination.

    1st Question:
    We can surely say and believe that the humanitarian aid is COMPLETELY NECESSARY and the FIRST PRIORITY. We all have rights, that need to be respected and fulfilled because we are humans. As we all know, in a war, there are a lot of problems that (mainly) are not created by the civilitians (we can call them inocent people). And, a big part of the inocent people are kids and eldelry men and women (most known as vulnerable civilitians).     And, we can ensure that these humanitarian help is beeing done by the news. The news are a great way of communication and beeing informed. We can ensure all these acts of help (showing the solidarity of France) by thinking that in a serious case of a war, we cannot be joking or promising things that we are not going to achieve.

    As a conclution, we can say (again) that France is one of the European Union member’s that is monstly helping Ukraine by different projects or ways. Showing the world that our country is supportive and will help the ones that are beeing damaged.

    Country: Germany
    Question 1: Germany is totally in favor to help Ukrainian people that’s why we are actually helping them by giving them a home in our country until the war ends. We are the second country giving them humanitarian aid behind of the United States of America. Germany is not only helping them take refuge in our country, but we are also providing them with shelter, blankets, shoes, food, houses, among other resources and basic necessities to live.

    Question 2: First of all, the war between Russia and Ukraine is not going to end in an instant, that is why we must make alliances with other countries and that the countries involved in this war, which are Russia and Ukraine, can reach a country agreement to all the citizens. Currently, we are providing asylum to Ukrainian citizens and providing them with weapons and drones to monitor for possible attacks.

    Country: Croatia

    Question number 1: The Croatia’s position are that they are supporting and providing Ukraine by financial, material military, political and diplomatic reinforcement . Croatia’s experience from its Homeland War can be helpful to this victim of Russia’s war of aggression.

    To date, Croatia’s financial aid to that country has reached €190 million, Grlić Radman( the Minister for Foreign and European Affairs of Croatia) said adding that last week, Prime Minister Andrej Plenković and War Veterans’ Affairs Minister (Tomo Medved) visited Ukraine and promised Croatia’s assistance for treatment of war veterans and wounded persons who can arrive in Croatia for recovery. Also, they will willing to assist Ukraine in mine removal projects.

    Question number 2: Some of the solutions that have been proposed by Croatia are to support the citizens of pagan Ukraine 1 million euros to the UN World Food Programme (WFP), in order to help farmers and food producers in general to restore their activities in the regions most affected by the war.

    The agreement was signed by Gordan Grlić Radman, Minister of Foreign Affairs of Croatia, and Matthew Hollingworth( Director of the WFP in Ukraine).

    First strengthen relations between the countries to create a committee that helps and is a mediator between the countries in conflict, proposing viable solutions such as, for example, the temporary cessation of the war attacks on both sides, which would help possible diplomatic negotiations in order to help civilians so that they can leave through a humanitarian corridor and thus manage to move from the conflict zone to the border of a nearby country that can temporarily host them. In addition, it is possible to introduce medical support, medicines, food and water to the devastated areas.

    1During the Russian-Ukrainian war, Poland provided significant humanitarian aid to Ukraine. Some of the actions that Poland carried out include:
    1. On April 9, 2022, Poland provided $5 million in humanitarian aid to support Ukrainian refugees and internally displaced people.
    2. On July 28, 2023, Poland provided $100 million in humanitarian aid to support health, education, and demining efforts in Ukraine.
    Poland has also been a close and vocal ally of Ukraine during this conflict. However, it is important to note that Poland has made a sovereign decision to stop military aid to Ukraine.

    2.Poland has provided humanitarian aid in several important areas during the war in Ukraine. Some of the areas and types of help that are considered especially important are:
    1. Medical Assistance: Poland has sent medical equipment and medical supplies to Ukraine to help treat the wounded and provide medical care to those affected by the conflict. This includes medications, surgical supplies, and medical equipment.
    2. Food aid: Poland has provided food and basic supplies to Ukrainian refugees and internally displaced people. This includes non-perishable food, drinking water, hygiene products and other essential supplies.
    3. Shelter and accommodation: Poland has provided support in terms of shelter and accommodation for displaced Ukrainians. This includes the construction of refugee camps, the provision of tents and the rehabilitation of buildings to house affected people.
    4. Psychosocial support: Poland has provided psychological and emotional support to people affected by the conflict. This includes counseling services, therapy, and support programs to help people cope with trauma and emotional distress.
    These areas of humanitarian aid are considered important due to their direct impact on the health, safety and well-being of affected people.

    Polandhas proposed various solutions to ensure that humanitarian aid is properly received in Ukraine during the war. Some of these solutions include:
    1. International coordination: Poland has advocated for greater coordination between international actors involved in the delivery of humanitarian aid to Ukraine. This involves working closely with humanitarian organisations, UN agencies and other countries to ensure efficient and equitable distribution of aid.
    2. Logistical support: Poland has offered its logistical support to facilitate the delivery of humanitarian aid to Ukraine. This includes using its infrastructure and transportation capacity to assist in the transportation of medical supplies and equipment to affected areas.
    3. Monitoring and supervision: Poland has advocated for effective monitoring and supervision of the delivery of humanitarian aid in Ukraine. This involves establishing monitoring mechanisms to ensure that aid reaches the people who need it most and avoid any diversion or misuse of resources.
    4. Strengthening local capacities: Poland has highlighted the importance of strengthening local capacities in Ukraine to ensure an effective and sustainable humanitarian response. This involves providing technical support and training to local organizations and humanitarian workers to improve their response and coordination capacity.

    Country: Swiss Confederation

    Question 1: What is your country’s position regarding humanitarian aid to citizens in the Russia-Ukraine war? Which areas and type of humanitarian aid does your country believe to be the most important?

    The delegation of the Swiss Confederation believes that humanitarian aid is necessary to help innocent civilians. Despite this country taking a neutral position, this does not mean that the delegation will not be indifferent to bringing humanitarian aid. From the beginning of the Russian war of aggression in February 2022 until the end of July 2023, the Swiss Confederation has supported the population affected by the war in Ukraine with a total of CHF2.03 billion ($2.30 billion). CHF295 million, or 14% of the expenditure, was used for humanitarian aid and development and economic cooperation measures. These included, for example, winter aid, the delivery of over 1,200 tonnes of relief supplies, support for health systems, decentralization and digitalization, vocational training, and small and medium enterprises (SMEs) or strengthening the agricultural sector.
    CHF32 million – the equivalent of 2% of the expenditure – came from the defense ministry and consisted mainly of material donations that were delivered to Ukraine, as the Federal Council wrote. These included, for example, fire-fighting vehicles, health materials, and winter clothing. The Confederation spent around CHF10 million on projects in Ukraine’s neighboring countries, with which international organizations implemented projects in the areas of integration, infrastructure, protection, and labor market integration. Having said these aspects, we conclude the Swiss Confederation has provided help in diverse manners to bring citizens what they needed during this painful period.

    Question 2: What solutions does your country propose to solve the issue and make humanitarian aid be received properly?

    The delegation of the Swiss Confederation believes that the program “Providing help for giving health” can be beneficial for the care of people injured by the consequences of the war inside the country of Ukraine. Civilians are innocents of this war and they deserve protection of their lives as well as dignity and assistance. These are aspects that
    The International Committee of the Red Cross focuses on. It is an independent and neutral Institution whose mission stems essentially from the Geneva Conventions of 1949 and is located in Geneva, Switzerland. Therefore, with the help of voluntary contributions from States Parties to the Geneva Conventions, from National Red Cross and Red Crescent Societies, from supranational organizations (such as the European Union), and from public and private sources, it would be possible to bring to different regions of Ukraine the help and resources that they require. In Addition, Switzerland’s neutrality is one of the main principles of its foreign policy, which dictates that Switzerland is not to be involved in armed or political conflicts between other states. This policy is self-imposed and designed to ensure external security and promote peace. The Federal Constitution provides that the Federal Council and the Federal Assembly must take measures to safeguard Switzerland’s neutrality. According to the law of neutrality, Switzerland must not participate in a war between states. Having mentioned this, the Swiss Confederation established the promotion of peace, consequently, this aspect will allow the country to gradually ally with the collaboration of other countries to establish a peace treaty. Economical resources during the initiation of this project could not be a challenge for the Swiss Confederation. According to the Swiss Bankers Association during February of 2023, Swiss banks hold between CHF150 billion and CHF200 billion ($160-$214 billion) in assets that belong to Russian clients. So far, some CHF7.5 billion and 17 Russian-owned properties have been seized. By comparison €19 billion (CHF19 billion) of Russian assets have been frozen in the entire EU. A fact sheet from Switzerland’s State Secretariat for International Financial Matters states that up to 2% of Russian central bank funds are in Switzerland.

    Country: Vietnam
    Question 1: We want that the parties involved in the conflict in Ukraine to exercise restraint, reduce tension and continue dialogue to find lasting solutions, taking into account international law and legitimate interests.

    The State of Vietnam provided humanitarian assistance of 500 thousand dollars to Ukraine. It is expected that this amount will contribute to the implementation of humanitarian assistance activities and support the affected people. We share the deep concern of the international community about the humanitarian situation due to the recent events in Ukraine, and highlighted the need to end the use of violence, ensure the safety of civilians, protect essential infrastructure, respect and comply with international humanitarian law.

    Question 2: The State of Vietnam attaches the highest priority to protecting citizens and ensuring the safety of life, property and legitimate interests of citizens and people of the country in Ukraine. That is why in Ukraine they receive more help from us to protect their inhabitants.

  9. Name: Antuanet Cohen Country: Egypt
    Question number 1: We advocate for a political solution. in this case, egypt is investigating the causes of the crisis, for example, trouble about avoiding of economic sanctions outside the multilateral framework, accountability in the delivery of humanitarian aid, warning about the economic and social impacts, and the importance of addressing international crise in a manner consistent with the principles of the UN Charter; however, we have decided as a country not to give humanitarian aid to any side. Despite that we are selling 152 mm and 155 mm artillery shells to the United States for transfer to the Ukrainian front.
    Question number 2: We believe it involves a combination of fundamental principles, such as seeking political solutions, rejecting economic sanctions, calling for accountability and facilitating humanitarian aid, supporting international resolutions, and actively engaging in mediation and diplomacy efforts. These actions seek to address the humanitarian, economic and political aspects of the crisis in a balanced manner consistent with Egypt’s principles in the international arena.

  10. Country: Saudi Arabia

    QUESTION 1: My country Saudi Arabia, is looking for peace on both countries, so we are trying to be the mediator of this war. Crown Prince Mohammed bin Salman has expressed his readiness to continue peace and dialogue initiatives between the countries.
    We believe that the most important areas and humanitarian aid are the medical and health care, including provision of vaccines, medicines and personal protective equipment, shelter and protection of internally displaced persons and refuges who have fled to neighbouring countries, providing food, water, clothing, blankets, hygiene kits and other essential items, support for food security and nutrition, through food donation and cooperation with the World Food Programme and other humanitarian organizations and aid for energy and infrastructure, facilitating the supply of fuel and electricity, as well as the reconstruction of bridges, roads and buildings damaged by the conflict.

    QUESTION 2: What solutions does your country propose to solve the issue and make humanitarian aid be received properly?
    We propose to solve the issue by peace and reconciliation processes, through political dialogue, mediation and trust between the countries, seeking a peaceful and lasting solution to the conflict, respecting the sovereignty, territorial integrity and independence of Ukraine.
    To make the humanitarian aid be received properly we can reforce the coordination and cooperation among humanitarian actors, including governments, the United Nations, non-governmental organizations and civil society, to avoid duplication and waste of resources.

Pregunta 1: Creemos que la ayuda humanitaria es muy importante y necesaria para los civiles, ya que en la guerra se han vistos perjudicados muchas personas debido a que Rusia ha afectado las casas o cosas necesarias que necesitan las personas en Ucrania para sobrevivir. Bélgica ha aportado armas para que Ucrania pueda combatir contra Rusia, también le ha brindado dinero a el gobierno de Ucrania para poder ayudar a las personas inocentes, las ayudas más importantes a brindar, seria brindar comida, medicinas, gas, o en general cosas importantes para que las personas puedan vivir.

    Pregunta 2: Se podria enviar las ayudas humanitarias a travez de organismos internacionales que ya existen, como la cruz roja o grupos de apoyo, con esto estariamos seguros de que las ayudas humantiarias lleguen a las personas inocentes, brindariamos medicinas, viveres, gas, o en general cosas importantes para las vidas de la gente y que puedan recuperar una parte de lo que han perdido debido a la guerra.

    Country: Republic of India
    Question number 1: My country is in a neutral during the conflict and India has sent more than 230
    tons of humanitarian aid to Ukraine, however, it decides not to get deeply involved in this conflict because it is not convenient for it, since most of the Indian arms come from Russia.
    -India could consider bringing construction materials for the reconstruction of homes, public institutions, etc., and could also contribute by bringing food to citizens.
    Question number 2: India follows a policy of non-alignment and advocates peaceful resolution of international conflicts through diplomatic channels. India may have expressed concern over the peaceful situation in Ukraine in diplomatic statements and advocated for dialogue and a negotiated solution.

    Question 1:
    We believe that humanitarian aid is important to help the innocent people that are passing through bad situations in this war. The most important aid to provide is humanitarian assistance and medical attention for Ukrainian refugees, all of this because more than 5 million people are internally displaced due to war.

    We believe we must help Ukraine by providing them temporary accommodation like our nation has been doing also providing them food, medical care and humanitarian support. Also the negotiation of both sides has an important role in this plan of solution that we must do for Ukraine´s safety.

    Question number 1 : the People’s Republic of China will uphold an independent and impartial position, sound an objective and rational voice, actively promote peace talks, and strive to seek a political solution on any international multilateral occasion .
    the Russian invasion of Ukraine is a decisive factor not only in the development of the crisis itself but also with regard to the maintenance or collapse of the global status quo. Its strong economic, diplomatic and military ties with Russia have only strengthened in recent years. When it comes to the conflict, the People’s Republic of China has ignored calls from governments pressing it to persuade Russia to end the invasion and has mostly provided standard, relatively disconnected statements urging restraint in the context.

    Question number 2: The People’s Republic of China firmly believes that we could effectively help everyone by providing support with China’s humanitarian assistance that includes short-term emergency relief supplies, cash transfers and medical rescue equipment, and medium- and long-term post-disaster recovery and reconstruction, disaster prevention and mitigation capacity development, and migration and refugee crisis management. in order to benefit and improve for everyone in this war.

    Country: Iran

    Question number 1: We support Russia in this war, we help them with weapons and more, so we would rather not waste our resources on the citizens, mostly Ukrainian citizens. We focus ourselves and on our allies. But if we forget about this war, we have sent help to diverse countries that needed help, according to the Iranian state television, we have sent food, medical supplies and medicines to Gaza in October of this year. It was 60 tons of humanitarian aid. We haven’t helped Russia in this ambit.

    Question number 2: We don’t care about the war, or the citizens in this conflict, we care about loyalty, to others, and to ourselves. We send military aid to our ally, Russia, this helps them with their war, and us with the promotion of our great weapons and resources. We obtain money and consumers, it’s a win-win.

    Unless it starts affecting us, then, a way we propose to end this is with the best weapon of all, negotiation. This has saved tons of countries and innocent people. A good dialogue can make a huge difference. But the two sides of this war, Russia and Ukraine, have to be willing to make a change for the best of their citizens.

    1. We believe that humanitarian aid is necessary to help civilian who are innocent in a war. The UAE government has ideas to contribute the safety of people that are affected in a negative way. We considered many important aids to provide, like food, or maybe medicines, as we rank first globally in the sub-factor “international trade” of IMD World Competitiveness Booklet, we must contribute the people that are suffering without food and water, but the most important aid that we considered is a safe haven, with our “Strategy of the Ministry of Foreign Affairs 2023-2026” consist in also promote peace and security both regionally and globally.

    2. We believe that the civilians are not to blame, and they do not deserve all the pain for what they are going through, so the best thing would be to encourage direct dialogue, then establish effective mechanisms for the disarmament of weapons, since it can help prevent the continuation of the conflict.

    QUESTION 1: We belive that humanitarian aid is essential for inoccent civilians that are passing such difficult situation, Ireland is part of the European Union (EU) and has an sustainnable economy, with that we could help. The most important aid to provide is the food aid, this because there are a lot of people that lives in bad conditions and they need to have basic resources.

    QUESTION 2: We belive that there should be underground refuges, this is for the people that don’t have a house and are passing really bad in this war, civilians that are inoccent should not be passing this kind of treatment, this could happend not only with Ireland help, also with alliances and with people that want to help in this awful situation.

    Country: Russian Federation
    Question number 1: “The Russian Federation works systematically to improve the protection of the population and territory from natural disasters and man-made disasters within the framework of the state policy to strengthen the national security of the country.” – Vladimir Soloviev.
    Our country is in complete agreement about the importance of humanitarian aid, as shown by the (nearly) 10,000 tons of humanitarian aid delivered across 781 missions, we also think that we should cover basic necessities first (water, food, medicine). This help is crucial in helping our struggling population and allies in Donetz, Lugansk, Zaporozhye and Kherson. Who have recently joined in our fight for denazification.
    Question number 2: We shall commit to coordinated efforts as happened by our previous aid missions. All of this in conjunction of the creation of collection centers for basic necessities and temporary accomodation center. The help will be provided for Russian controled regions.

    2-Yes, because in the face of the lack of support for both food and medical service, we would not only talk about a war, but also about an epidemic which would further exacerbate the problems in that area.

The Romanian goverment has provide more than €11mill for the humanitarian help to Ukraine. The most importante help for Ukraine is to provide medical equipment, health care, safety food and water in the south of Ukraine in the regions of Jerson and Zaporiyia.
    2. So we believe that the negotation of the both sides is important, to give the aid. And make roads to deliver the aid , also we need to cease fires to give the aid by land transports and help economically with the help of the EU ( European Union ) with €5mill of humanitarian help and this proyect works by trucks that are in the border of Ukranie and Romania ( Chernivtsi, city of Ukraine) making grid of trucks that moved the humanitarian help to the city of Jerson.
